PPF issue?

This is not of an M2, but the color is very similar to BSM. It's a brand new car, friend took delivery and drove it back across the country and got some rock chips. Local guy applied XPEL on it, charged for paint correction of water marks and said he would touch up the rock chips. The touch-up is pretty bad and there are a few air bubbles and still uncorrected water marks. They offered to re-wrap it, and that will give an opportunity to get the touch-up done better. My questions is, is it worth doing (can the touch-up be done well?), or is this hood already a repaint?

Looks like it needs to be repainted, IMO. I've yet to see a touch-up look acceptable.

It's hard to tell from the photos. Some touch up can actually look pretty good. That said, nothing looks as good as fresh smooth paint (with XPEL on it of course). If you're unhappy with the install and they're willing to re-do it for you, then go for it.
