Then why would you want more air UNDER the hood, this would just increase the positive pressure under the hood and create lift. And last, since the air over the hood travels faster than the air below the hood it has a lower static pressure, unless it is a scoop or a NACA duct, any opening on the hood will suck air out from under it.
