That's strange, I've done it at AAA before when I bought my vehicle in Oregon. Maybe it's changed since then.

Either way OP, you'll be fine with smog once you flash back to stock.
Yes either way not too hard. It sounds like they allow it now from more recent examples. I know I was bummed when I tried to get mine done and they told me dmv only. Anyway that's even better to drive it and have that great experience

ny and cali are both carb states. so pretty much just smog and vin inspection. i would recommend getting AAA membership if you dont have one already. In cali, you can do pretty much do 90% of the dmv functions at AAA without waiting hrs in line.
