Tire rubbing?

Has anyone noticed rear tire rubbing? Well at least that's what i think it is.
The noise dosent happen all the time but when i get in good on a dip in the road or coming out of a driveway onto the main road where there's a dip, i get rubbing noise.

Looking at the rear tire width and if you imagine the wheel compressed, it seems like there's no room in the wheel well.

I have the continentals, so maybe they are wider than the PSS?
