Headlight adjustment rod sensitivity on LCA

When I swapped lower control arms the headlight adjustment arm was reasonably level while the suspension was full droop. This seemed to be in line with what I read. Recently I had a driver respond quite aggressively when I passed them. I think they thought I was brighting them. I noticed my low beams look like they are a touch higher on the cars in front of me. Would this mean I need to lengthen or shorten the rod, or am I just paranoid and this adjustment isn't that sensitive?
