I think it's dust related. If I really deep clean and use an iron remover they were quiet for a bit, but just a superficial spray will not last long. The rust does not last for more than a couple stops.

My car doesn't get rust on the rotors, I drive it too often. It does get brake dust like a Sahara storm.
