We are lucky to live in the U.S., as some guy went for a joyride in his Porsche (no mention of him speeding) in the U.K. and now has to go to court for a non-essential drive.

GoneIn4Secs it refers more to businesses, but things like grocery stores, restaurants and doctor's offices, etc. are considered essential and stay open while the movies and entertainment related things are non-essential and supposed to remain closed. An essential drive would mean the person is driving for an actual reason like to get groceries and not just going to a friends house or driving around for no reason.
