everyone wants their wheels they ordered. I always get new orders. If you want to order some wheels, the time is currently around. Four weeks.

Four weeks is truly a unrealistic timeframe if he sent that message on the 13th of April.

It has been 3 weeks since then and I'm a customer from 10th of Feb and my wheels have yet to arrive to him nor ship out to me.

So what's the best place to get a set of the 763 wheels? And I'm not a big fan of black wheels, are these wheels safe to get them powder coated?

If the US dealers ship to Canada, there is no place cheaper in the world to get them new.

I just priced the CS black wheels at $3338 at bmwpartsworldwide.com and they showed shipping to me at $127.

Yes - tires will swap out, 788M is the same size/spec as the 763M.

One thing always worth a shot - find your best price online, then reach out to your local dealership, talk to the parts manager, tell him you're about to order these wheels but wanted to see if he would match or beat the price. Excellent chance that they will do so, probably requiring a deposit to get them ordered, but you could avoid shipping costs and potential damage in transit, and might even beat the online price you found someplace far away. Always worth a phone call.

763M in Orbit Gray matte as on the M3 CS and M4 CS can be used also as long as a 20" rear is desired; OE diameter rear tire size would be 265/30-20. They have the same widths and offsets (9" ET29, 10" ET40).

9" x 19" front: 36118071788

Not sure about bmwpww, but getbmwparts.com is a dealership, and have the best price on 763M's that I could find, so it stands to reason other dealerships could match their prices...if it's your local dealer (meaning, you're regularly putting money in their pockets). If you're not doing business with the dealership in some other way, getbmwparts has the best price.
