Are you certain it's the liner that's rubbing? I've noticed that the brake ducts on my car extend 1/4-3/8" past the fender liner. Could that be what's actually getting rubbed on?

Just for poops would you mind measuring from your hub to where the brake ducts WOULD be on your fender liner? I do so on mine as well and we can compare.

Also a shot of where the liner is rubbing for you.
