If I'm informed correctly, BMW got paid for the GTS and CS cars - the dealers paid. But dealers usually learn from what they experience. Apart from some places on the face of the earth known for mark-up frenzy, we can reasonably assume that most dealers will prefer signed M2 CS orders prior to ordering that expensive type of car targeted at a limited audience. I mean, it's quite nice to have a GTS or CS on display in your showroom, but the showroom is not supposed to become a 'museum'.
They made way less M3 CS than M2 CS and they sat on dealer lots with big discounts in the US market. Perhaps things were different in Europe?

With a naturally aspirated motor you just need to be in the proper gear and rpm range not necessarily at "lose your license" speeds...

As for the Porsche Cayman GT4 ... "it is a naturally aspirated variant bored and stroked to 4.0 litres - The result is 414 horsepower—up 49 on the turbo four found in the Cayman GTS—and 309 lb-ft of torque. The GTS, hits its peak at 1900 rpm and carries it to 5500. And the GT4/Spyder engine's power peak is at 7600, 2100 rpm higher than the turbo four's."

Again, there is a risk that all of the allocations are snatched up by dealer orders with the waitlists. Each dealer will probably only get 2 -3 cars the most. And again, the M2 is the most popular M. And finally, $83K is $15K less than the M3 CS. There is a decent chance they will be all gone and not on dealer lots.

Nevertheless, I do think the base M2 C gives you more "bang for your buck"

Have you driven an Audi TTRS? Or any TT for that matter? Audi's driving characteristics don't compare to BMW and the TTRS is basically their attempt at making a sporty subcompact. Would compare the tts to an M2..?

That was actually the point I made in my earlier comment. We're on the same page. Judging by what you find at dealer lots and in ads, GTS and CS (re)sales weren't/aren't particularly smooth.

As commented, dealers and coin-flippers learn from their experiences. For example my dealer: still got an M4 CS and M4 GTS for sale. Those cars get lots of looks, but no-one buys. And as no customer asked for an M3 CS, he did not order one. Therefore my assumption that the same is gonna happen for the M2 CS: most dealers will refrain from ordering it (shelling out a nice lump of cash), except if they got signed orders or if they plan to keep the car for the dealership.

The price is right!! I honestly thought it would be upwards of $100k msrp from what we've seen with Euro spec prices possibly starting at €95,000 (yeesh). With a nice list of upgrades, this vehicle is very enticing if the $83,600 number is accurate.

Have you? Not only is it quicker, it's more comfortable. If you track your M2, or want a stick shift, I understand why you won't even consider a TTRS. But if you just want a small, fast, small german sports car to drive every day and you can't afford a 911 the TTRS is really compelling.

No, the price is not right. It’s still slower than corvettes and Camaro 1LE while being way more expensive. How is this right?

I’ll buy a C8 way before I buy CS M2. Price is outrageous for how little performance and sound you get for the dollar.
