Bad actuator?

Couple of days ago the exhaust on my 2017 started rattling.

Quickly found out the actuator fixing bow was broken.

Ordered a new one (18307620323) but I wasn't able to install it.
Look like the actuator is in the wrong position and went too far. The bow would make contact with frame if I installed as is.

How can I test it or adjust it? Is this fixable or do I just need to order a new one?

It doesn't move when I start the car or change mode.
