Clear coat peeling

Sadly there are random spots in the front bumper where the clear coat has peeled off. A little from the edges but also a spot near the emblem.
Was finding a way to sand the coat and fix it, instead of getting it painted again.

Whats the best approach?

It is very unusual for the clear coat to radomly come off in spots. Was the car repainted? Sadly, the only way to fix this correctly is to have a body shop stand redo the clear coat.

I have no idea if the car was repainted by the previous owner, but from the line of the front bumper and near the bmw emblem it’s been peeling off.
