Does the M2C qualify for USAA/military rebate?

I am seeing conflicting information on whether the M2C qualifies for BMW's $2000 rebate on the 2 Series for USAA members and military service members. The M2C is pictured on the incentive form I receive from bmwusa.com after validating my eligibility - see the photo below. But my local dealer says the model is excluded. TrueCar also says the M2C is excluded (link).

Has anyone been able to receive the $2000 military rebate on the M2C?

No it doesn't, I just tried last week. I'm paying MSRP for mine

Are you a BMWCCA member for at least the last 12 months? $500 rebate if so.

Yep, I was hoping to stack this factory incentive and the BMWCCA rebate.
