BMW Dealer PPI vs Indy ?

Looking at an m2 comp still under warranty. Biggest issue for me is if the previous owner tuned the car.

I called BMW and they said "People can clear the faults, which is an indicator of if a car has been tuned or not. If they technically cleared it and PPI doesn't show fault, then BMW would approve warranty repair if it came to it."

Does this sound accurate and would an Indy shop be able to see the same fault? BMW PPI costs about 2-3x more than another reputable indy shop in the area
