Is this rust on rotors a concern?

I know the surface of rotors can get rusty but is this rust on the edges of these rotors something to be concerned about?
Car has sat quite a bit over the last 5 months and Im getting a slight swooshing noise from wheel area, so not sure if its from some build on rotors or has to do with any of this rust.

The rust on the edges won't cause any problems and is normal if the car got wet and sat, or if it is regularly operated in a winter climate. I see what appear to be some pad imprints on the discs, which could be the source of your whooshing noise. I'd suggest doing a good bed-in cycle on the brakes. That will almost certainly get them back in form and operating better overall with more bite, feel, less noise, etc.
