Yes, that’s also part of the reason I was looking to avoid an extra removal & re install of the stiffening plate.

Same. The intercooler fins can be straightened, and unlike a tube and fin, bar and plate coolers are pretty durable.

if you're going on a short drive reusing the bolts once torqued to spec (but not yielding it) should be fine. It is a risk but it should be fine.
