You are referring to "turbo threshold"

Once the turbo's are spooled "aka above 3000ish rpm for this car" turbo lag refers to the time it takes the turbo's to re-spool. So say your in the correct gear for sport driving, you let off the gas for a turn or for whatever for a short burst "rpm still above 3000" and go to reapply throttle.....the time it takes for the turbo's to kick in fully again....THAT is turbo lag. So for this engine if he is referring to the actual definition of turbo lag....I would say yes...pretty much no lag
