Hey man, I just got the same lip from EAS about a month ago, and thought the same..that it was all scratched up.
But there was definitely a protective flim on mine. That's not to say mine wasn't messed up though, as they seemed to have sent me bolts that were too short. My installer had to muck around with it for two hours before just giving up and getting longer bolts from Fastenal
