It's only meant for reinforcement in this case. Issue with N55, and subsequently the charge pipes, is when running a tune, and thus higher boost, the plastic charge pipe is more likely to break.
It's not a necessary upgrade, but one that people do depending on the level power they're attempting to achieve. Which is why he asked if he was gonna buy a downpipe later on. It's just a weak point in the overall process.
