It is legal, at least in Germany. The law is written that it is only illegal when road conditions are poor/icy. In those cases is when I would bet insurance coverage would be dicey. However if you are not breaking the law and driving during non wintry conditions, it would be difficult to see how insurance would not cover. But definitely worth reading the terms of the insurance.
