Having gone back and checked the wiring, I discovered the side bolsters are working, they were just completely deflated, so took a while (I'm skinny).
That just leaves the airbag light, which I suspect is the seatbelt tensioner on the driver's seat. That one had a blown airbag, but I didn't think to change the tensioner as well as it didn't appear to have fired.
