The source article notes that this is expected to roll out by early 2020. So it is pretty clear that BMW has to make upgrades on their server side to no longer charge for CarPlay and those changes will be completed by then.

Obviously, if you haven't paid for CarPlay yet, but your trial has expired you shouldn't pay for it and just wait a bit for it to be activated for free (if you need to at all as some have reported it works past expiration without doing anything).

If you recently paid for it I would call and ask for a refund and just wait it out...

The question is why did BMW do this via a press article before they could complete this immediately? Or said another way, why didn't they just announce this once they've completed rolling out free CarPlay? My guess is simple... CarPlay has come up a lot in the sales process and customers have balked at buying due to it. Announcing now and finishing up later allows them to make it easier to sell cars heading into the end of the year. Especially when they are chasing the chance to replace MB as #1 luxury maker in the US.
