Maybe they are just driving with their high beams on having no regards for other drivers. We have a lot of drivers here like that and even those who drive with no lights at all because they think driving with DRL looks cool not realizing there are no taillights.
No it's coding applied to cars without hardware as the swiveling moves the intensity hotspots to an even worse position. The projectors required for GFHB are not legal at all in the US as they use mechanical shields for all advanced forward lighting functions including low beam. These are not conforming to DOT standards and are cause for revocation of BMW's self certification importation status.
