It all depends on what you are shooting, the quality you're expecting and features you must have.

I have a 4 Black and love it. I shoot all of my stuff in 4K even though I really dont "need" to but it looks great on my 4K monitor at least.

I'd say the most common and still great quality shot is done in 1080p @ 60FPS. If that's the route you want to go and depending on what you want to do with it, then get the cheapest camera that shoots it.

The Hero+ is great but doesnt have a removable battery though. For me that is a deal breaker. Otherwise I'd have like 4 of them.

The Hero 4 Silver is priced competitively and basically you're paying for the LCD screen plus the other shooting options. Personally, I think you'd like the Hero 4 Silver more as the LCD screen will help you frame your shots better and you'll be more inclined to record things when you know they turn out great.
