I really think that’s on purpose - besides HS for the M2C, no truly exclusive color has existed for the 1M or M2. If you give people choices at this price point, the M3/4 become less relevant. Just my $.02...
The 1M got Valencia Orange for launch colour which was then used on other platforms after.
The 1M got Valencia Orange as launch color by coincidence. It was the first BMW getting this color. Later, VO became available for several other BMW models. A 1M under development was presented in VO to former BMW M boss Dr. Kay Segler. He liked the color and so, unexpectedly, VO even made it to 1M production.

Then they knew they would have to offer a white and black color - bc every car looks good in those colors. He told us how they really wanted to offer different color stitching accents for each color - but they were tight on a budget plus they were really running out of time. So only one interior color was approved. [...] They told us how well the 1M sold given limited color choice and being that the car was only offered in a manual transmission. The car sold far better than BMW ever thought it would. This confirms that there will be an M2 in time."
