Not heard the M2 CS engine in real life yet. There is the recent video of the M2 CS lapping the Hockenheimring, where you get a rough idea of the sound that can be heard inside the car (see here). The article said that the car sounds "mild" on the outside, but exciting on the inside.
As regards Europe: European regulations tightened CO2 emissions and noise levels for all new cars in Europe. Car manufacturers are required to observe those regulations if they want their new cars to be homologated.
