Those parts are optional if you do not want to disturb the factory seats wiring harness.

You can transfer the original seat belt latches and bolt them to the Planted seat frame, minimal work.

Oh, be careful buying used pretensioners. Here's a used set I purchased for $100. I found out they are blown.
