Yes, tips are completely adjustable. You can move them in or out which is nice in case you go with an aggressive diffuser you can align them as needed.
Not sure on the Chinese thing. This exhaust is a work of art with beautiful detailed welds and much attention to detail.
The shop has a whole fabrication area, the system is in final development and they had two fabricators there adjusting on the fly. So they have full in-house capability to do full exhaust.
