I only have personal experience from when I worked at Honda. I know for certain that the smells that were considered "new car smell" were in fact out-gassings. It has been many years since this, and it was thought at one time to be a health hazard, so Honda removed the possible liability but started adding the scent of the out-gas to their glues and dyes because it had become part of their new car experience. It's a bit like the BMW ASD. I have read that many car companies do this, which is why a Ford always smells like a Ford, and a Chevy a Chevy, and so on, even when the manufacturing processes have changed a million times.

How BMW does it I wouldn't know, but the bottom level car smells just like the top level car at the dealership (to me).
