Not that a short clip provides all the evidence needed to judge the OP here but on the face of it, it doesn't look like he's "driving appropriate to the conditions".

If the money shift happened on a drag attempt on a strip or a track day I'd say "fair enough" but a brutal shift on a public road at high revs in heavy rain particularly on this platform...well its ballsy at best and negligent at worst.

It's actually quite miraculous the rears didn't lock too and the car spin out (I've had that happen on cars with bigger V8's with more engine momentum).
While I appreciate the sentiment and I agree that there isn't enough info, how exactly would a cop know this - "a brutal shift on a public road at high revs in heavy rain particularly on this platform" was happening in his car at speed or stopped in the rain sufficient enough to say the M2 was driving in an unsafe manner for the conditions?

I think we can both agree we don't know the answer to that. My point was simply that he isn't in the US, doing pulls on the highway on Germany seemed to me to be par for the course every time I have been driving there.
