Desktop is just fine, you could get a long ethernet extension to reach the car, but really its better to be in the same room as the car while your working on it.
I use a laptop but I have a 15m rugged ethernet extension so I can put the laptop on the work bench and sit properly in the garage when coding / diagnostics etc, much better than trying to balance a laptop on the centre armrest...
Hardware OBD agent is neat, but pricey.
