I take it you are trying this with the dongle plugged into the OBD port and the vehicle ignition ON?
On the dongle I use there is a pairing button to press.
I've used several phones and tablets, but my latest phone is android 9 no problems.

That is correct. I paired the devices successfully but after initial pairing, its like the obd2 dongle doesn't exist. The blue light signaling bluetooth is still on. And I can remove it as a known device and re-pair it but the issue with my device continuing to see it happens again. I wish their iOS app worked on my macbook too.
I have a feeling its some new security thing in android that is preventing it from connecting to the bluetooth device.
