It is a Fux Capacitor and it only stores enough fux for a few hundred miles. Maybe 500 or 600 at most. After that, all remaining Fux are vented by the YOB Release Valve effectively disabling HOON Control.

By 1200 miles, there is absolutely no more FUX to be given, so those YOBs should be completely free to Hoon.
