If you're stock and the hpfp isn't supply enough pressure likey it is bad, or you have some underlying issues like a fuel leak or the lpfp is not supplying the hpfp with enough fuel.
If it's tuned then it'll be harder to tell.
Otherwise codes will be another key indicator.
