It may be possible. If you have a device with Miracast you can do a backup of the app with ES File Manager or a similar app. Then transfer the file to the other device and attempt to install it. Of course you can download Miracast apps from websites but who knows if they are altered or not. Sometimes the operating system won't let you do it but often time it works. Since Google has there own wifi video broadcast system they might block it. There's only one way to find out 😁
Edit: OK, apperenty it's possible with the Pixel 3 but it has to be rooted. Other non-rooted devices may sideload a version of Miracast without issue.
