In my experience with turbo engines, no exhaust makes power without a tune. If you're eliminating or going with high flow cats, you absolutely need a tune or the ECU will hate life and the dash lights will let you know about it. If you're adding exhaust past the cats, no tune will really unlock extra power. I don't consider 20hp extra power on a turbo engine since its so easy to make power with FI.
