And there's nothing stopping the techs from unplugging that, and in fact they probably would've unplugged it if the cluster was replaced (since the new one probably had to be coded).

If the OP's cluster was replaced, I wonder if the mileage difference was due to a tech's failure to input the mileage into the new cluster correctly (i.e. the odometer might be wrong).
