I believe the parts departments ask for a VIN to ensure the part will fit via ETK to not cause headaches for refunds or returns.
(I use to work in BMW Parts dept here in AU). There was a time where m performance exhausts were blocked from ordering due to not being compliant in our country.

I didn't make that up, it's a common consensus that certain limited production vehicle parts are blocked from randomly ordering, unless you actually own such vehicle.
It's been like that up to the E92 M3 GTS, last time I check, not sure if anything changed since then but I doubt it. Maybe there's exception with the CS spoiler. :

Yes and no. For aero bits and pieces, there is no restriction but for things like engine, BMW will ask and verify for an applicable VIN.
