I checked the Sec of State website and it is not available. I would think that you continue to own that plate. It is just not in circulation.
If you wanted to give it up you probably would have to fill out some transfer form with the new owner. Who knows.

Ahh. I'll bet the old plate didn't expire yet even though it's out of service.
