"Improve" ? To put things into perspective BMW should also specify how much more air and cooling the M2C absolutely needs compared to the original M2.
Or are the % figures to be understood as the bare necessity increase for fitting the S55 inside the M2C ?

Yes, "improve". Whether the car really needs that extra air or not, if the new bumper provides more air flow than the older one, it's an improvement.
Edit: Also, speaking of necessary cooling, I'm sure you are aware of the heat soaking issues with the bone stock N55 M2. I already witnessed 2 occasions where completely OG M2s went into limp mode at the track. There is even a video review by Matt Farah talking about this issue. So, that being said, OG M2 needs more cooling too even in its stock form. Therefore, air-to-water cooling of S55 and new front-end design allowing more air intake along with bunch of other changes are definitely improvements.
