The Belgian police could pay the owner a visit for a chat to identify the driver and location. If prosecuted and convicted, the fine and driving ban could be painful for the driver.
Several years ago a 16-yr old Belgian car enthusiast posted a video on YouTube of a ride, as passenger, with a new Aston Martin on a Belgian highway. Driver did 293 on a Belgian highway (120). Belgian Police identified the car and owner. Owner got convicted on the basis of the YouTube video: 5-year driving ban (50% effective and 50% conditional) for speeding + additional 2-month driving ban (100% effective) for lack of car insurance + €4400 fine + 30 hours of community service in a rehab center for traffic accident victims.
