You can try gluing it back in place with super glue. Cyanoacrylate is the best glue for rubber. But if you hit a bump at the right spot, it may burst. And if it burst at highway speeds, you will probably destroy the rim even further. Not sure how likely it is to burst, so it's up to you how much risk you want to take.

Personally, I would try repairing it and keep an eye on it for leaks or bubbles/deformation forming in that area. Especially since I drive in the city with an average speed under 20mph, so the chance of me screwing up the rim if it bursts is less. Also keeping 30psi or less in the tire would help too, as the tire would be able to absorb more impact.
