Two things are happening. The cameras are getting better, but the 7D MkII is still not as good as it's full-frame brethren at high-ISOs, and the NR software is improving.

Looking at the Raw images, they were very noisy before Raw conversion, BUT I applied DxO Optics Pro's PRIME noise reduction at 80% of it's Default and got what I consider to be very pleasing results for pictures taken almost at dark (20 to 30-minutes after sunset). PRIME does a pixel-by-pixel comparison and correction of noise. Look full-screen and you'll see that I left in some Luminescence noise so that details were preserved. Luminescence doesn't personally bother me much, since it looks like grain to me and doesn't mess up colors. Your taste might vary, but I like to preserve details in wildlife shots.
