Plastic razor blades my friend. Back when I had my 07 STI, I would use my fingernails to get all the stubborn brake dust spots and then looked for something that mimicked nails and found plastic razor blades. I use those with a wheel cleaner as lube. I've gone up to Meguiars Wheel Brightener (acid) with great results.
