Statistical significance applies to comparison groups that are chosen to be representative of a larger population. The numbers here are the total population. There is no larger group to extrapolate to and there is no possible sampling error since BMW sampled 100% of the population. Or are you suggesting that we don't really know how many were delivered to the USA, but it was 95% likely to have been between 3450 and 3550?
