That's exactly what it is. We have something called "BTM Aero" which gives you back 0.4 weight to power - which equals about 140 lbs. If I can use this, I can run slicks; if not, I'm limited to DOT tires. The rule basically states you have to use the same "Aero" as the base trim model, and additionally the car can't have a splitter, spoiler, or diffuser.
