Definitely use the tape - I really think a couple inches should be included. I mounted mine without tape and first and I could hear them occasionally flapping at higher speeds.
I used whatever they had at the hardware store and it's been adequate - 3M Extreme Mounting Tape. I would agree with the other poster though - I doubt "too strong" is a problem here - if you have some VHB go ahead and use it.
