McCain has never run the VA AFAIK and Drump signed the VA reform bill but to say Drumpf fixed the AZ VA is just restarted as anyone in office would have signed it. But again, you don't dick about the VA system either.

Trump signed a bill that allowed the VA secretary and VA executives to fire bad employees. Obama passed on it and did nothing but placate the unions with more money. Trump allowed vets to seek healthcare at private facilities if they were waiting. Obama made a speech about it and did nothing.
