American performance cars don't use DCTs because their business case is about around sharing as much of their drivetrain as they can with higher volume models (like pickup trucks).
That doesn't explain the Viper's lack of two-pedal option though. I suppose it is just not in their budget to offer two transmission options, and they have no easy path to transition from manual-only to auto-only.
