Yes, the front brakes do most of the stooping hence they are dirtier.
You should clean your wheels thoroughly using tar and bug remover if necessary and then put on a coat (or two) of paint sealant and top it off periodically with wax. The brake dust will come off with little or no effort and this will also prevent pitting.
